In this regard, voices are raised from time to time on social media, but they do not reach anyone's ears. It has been the case that any retired officer must have "lobbying" in his organization or at the top level, he is able to use this lobbying to get his post-retirement appointment in a place with which He is not distantly related. By doing this, firstly, it damages the rights of others, secondly, you are abusing that institution as well, thirdly, what is the fault of those officers who are already working there. ,, and have spent many decades of life hoping for their own development.
That is, if you have to give a job to someone after retirement, then give it in the same area, where he has experience. Where he has spent the precious thirty five years of his life. And then if you really have to give the job to that retired officer or who has been highly recommended, then you should extend the tenure of the job in his own department, where he has experience. But if a person wants to become WAPDA chairman after retirement, then why? Look at the chairmanship of PCB, everyone wants to get this seat, a former chief justice was also made chairman of PCB, a security officer was also made chairman, and then journalists also wanted to get this seat. I'm not behind anyone! Is it a political set? This is purely a cricketer's seat, who has knowledge about cricket. But if you want to become the chairman of the cricket board just because there is plenty of money, glitter, free trips abroad, small commissions, then you should serve the country there. No, but they are going to clean their hands in hindsight.
Not only that, you can look at the former president of the Pakistan Olympic Association, he was appointed in 2004 during Musharraf's tenure, and he has submitted his resignation a few months ago. Not because of health "problems", but during this time Pakistan did not win any significant medal in the Olympics. So is this not an abuse of office? Was there any problem in that institution? That it was inevitable to take such measures. If there was any problem, then we should identify the problem and correct it without bringing in employees from other departments, which will make the institutions vulnerable to insecurity.
This means you have to trust recommenders, not civilians. And then when you are appointing someone, is it approved by the board of directors of that institution, or is it nominally approved, post-appointment, just like ours? The Finance Minister's Identity Card was created after the Finance Ministry to declare him a patriotic citizen as well. It is a common practice here that you go through fifty steps to appoint a grade 17 officer, but just one signature is enough to appoint a grade 22 officer? Is this how the country works? Now the officer you appoint as chairman of the Punjab Public Service Commission, he does not know what he has to do for a year. In such a long time, the organization has suffered many losses. So what he has experience, you should do it to him,,, so what is the problem in that?
I am not saying these things in the air, but you should see for yourself in which institution this is the case, that is, find out who is the chairman of Pakistan Telecommunication Authority (PTA)? Who held the post of Chairman Pakistan International Airlines (PIA) for a few months? Who is the Director General of Civil Aviation Authority? Also find out what is the name and background of WAPDA chairman? Then you leave it too, you see who has the post of Director General of Anti-Narcotics Force (ANF) for how long? Then check who holds the post of Airport Security Force (ASF) chief. However, our civilian governments are also strongly defending it.
In fact, if their deployment experience had been so successful, I think Steel Mill, WAPDA and Pakistan International Airlines would never have gone into losses. Not only that, I keep remembering the institutions that you should also check the headship of the National Disaster Management Authority (NDMA) who has it. Will the positions here be given according to the wishes of the people? Don't you think that doing this is ruining even profitable enterprises in the country?
Long story short, we are not denying that these people will not be capable, they must be experts in their own right, but the problem is that they should be placed in the institutions or departments where they are not. We are not denying that civilians can be corrupt and incompetent, but that is their job, let them do it. We also believe that an institution like PIA was brought to heights of fame by a similar officer,,, but such cases are rarely seen and heard.
I think these deployments, if nothing else, undoubtedly make a difference to the morale of civil officers. But with the passage of time, the freedom to act of civil officers is getting less and less. They are afraid of anti-corruption, National Accountability Bureau (NAB) and media, so they shy away from taking big decisions. And then I talked to a couple of friends who were civil officers, according to them when If they get stuck somewhere, the government also abandons them in many cases. Therefore, civil officers avoid decisions that involve spending huge sums of money or take aggressive decisions. However, immediate "deployment" officers have the support of their institution, so they act without fear and do not shy away from taking big decisions.
You can see the example of former Prime Minister's Principal Secretary Fawad Hasan Fawad and a number of bureaucrats including Ahad Cheema, a senior bureaucrat of Punjab, who took big decisions, but in return they had to spend several months in jail. . Not only this, it has also become common for many civil officers to be called for questioning on a matter many years after their retirement. Therefore, the current officers also put all these things on the "immediately appointed" officers and themselves are acquitted.
So I think governments have to pay close attention to their "bad governance", there is a level of bureaucracy, it should not perform work or services below that level. There was also one by Durabhuto in which an officer can be posted in a civilian institution. But on the contrary, I can now say that Pakistan now has a hybrid system, in which one class dominates all the units of the state, whether it is the economy, public institutions or politics. And the funny thing is that These appointments are made without competitive examination. In contrast, bureaucrats who run civilian institutions are highly trained and have extensive experience.
Although the procedure for appointing heads in these institutions is this, the law says that first an advertisement is given, the candidates fulfill all the conditions, then the selection committee recommends the names of three candidates and then they are appointed. No legal requirements are met. In my opinion, this is a momentary concern, which if not addressed, I think we will remain forever in deficit and will not even be able to think of development!
